To get this achievement you need unlock the vehicle takedown perk first before you can even buy it with skill points and to do so you need to complete one mission of kyrati films: racing, Well it's not mentioned how to find those missions but its really simpler than what it sounds like.

You just need to keep liberating outposts so new kyrati films missions appear, So after completing one of those you will unlock the perk its only costing 1 skill points after purchasing it go to online Co-op with a friend and make sure the guy going for the achievement is sitting in the passenger sit now driver need to find an enemy vehicle and drive next to it the passenger need to click "RS" when it shows up in screen and achievement should be unlocked.
