Since the new update for the game this achievement has become glitched or bugged. A solution that has worked for some is that you need to reach level 10 on the next highest Political Investment, which is the 'Supply Side Think Tank.' You will need roughly 1BB and 386MB to reach level 10. This is rough estimate. I would try first to reach level 10 on the Elect Robot President but if the achievement doesn't unlock then try the next political investment.

Reach level 10 on Elect Robot President

You'll find this in "Political Investments." You will need to invest in Elect Robot President a minimum of 10 times. The more you invest in it, the more it'll cost each time you buy it. This upgrade will increase the capacity your bucket will hold. So if you have a good rate of money filling up your bucket you'll be able to hold a lot more and not have to empty it so often.
