Easily done with a boosting partner. Start up a game in the Colonial Era and set the lowest number of points possible as a win condition. (I believe the minimum is 3) These points are won by completing the goals that appear in the bottom right of the screen.

Most importantly, make sure you and your boosting partner(s) are on the same team. By effectively making this a co-op game, you only need to successfully finish one game for everyone to get the achievement.

(To make things easier you can turn the political/economic difficulties and chance of disaster down while increasing the amount of money and citizens you start with.)

By starting the game in the Colonial Era, not only do you eliminate the risk of being taken down by rebels, you also simplify the goals that will be given to you. You’ll get easy goals like “Export 3000 [raw material]”, such as Wool for instance. You and your boosting partner(s) could easily complete this goal by building a couple Llama Ranches apiece.
