Unlocked by completing the side mission started at the Sunset Sarsaparilla headquarters. This requires you to collect 50 star bottlecaps. Refer to the following page for a list of locations: http://fallout.wikia.com/wiki/The_Legend_of_the_Star

There are also some great Youtube video guides out there which can help you find your 50.
