This will come naturally while working your way to the top league, provided you're winning the majority of your games. For me, this popped during week 10 of my fourth season. Speculation that it doesn't include bonus money for cups, and is just the money you win after each game that accrues. You don't need to have 10M at once, so feel free to spend it on upgrading your players when you can.
