To unlock this achievement you simply need to kill all the most wanted criminals in Liberty City. There are a total of thirty criminals, ten for each island. You should stock up on ammo and body armor before you start. Next you will need to steal a police car. Once you have lost your wanted level you will need to park the vehicle and hit LB on your controller to access the police computer. From police car computer navigate through the main menu to " view most wanted ". This will give you the area's ten most wanted criminals. Work your way through the list for each island and the achievement will be yours.

To start a Most Wanted mission, hop into a Police car and press 'E' to bring up the in-car computer. Then select "Most Wanted", then the criminal you want to take down.

There are 10 criminals per island, 30 in all (Dukes and Broker have the same Most Wanted list, Algonquin and Alderney being the other two areas).
