Climb to the top of the arcade machine where you retrieve the new globes that are used to open new worlds. Once you've reached the top, climb to the tip of the spire to get the achievement. Other guides out there suggest using the "hover" glitch to get to the top quicker, but it's very difficult to use that glitch to get THAT high. Not impossible, but you'll spend less time in the long run by just climbing to the top legitimately.
