This is cumulative across races, the game doesn't seem to register whip kills always. I did get the achievement in the middle of the race.

Wear them down by grinding your wheels on their horses, when they get down to about 10-20% health, come up next to them and keep whipping with left/right triggers.

And whip it, whip it real good!
