Complete the following achievements to end up with 129 of your required 130 emblems:
Super Sonic
The Fastest & Strongest
Sub Game Master
Chao's Best Friend
The Adventurer

Once you've completed all these achievements, there will only be one emblem left, and that will be the emblem you receive for completing Super Sonic's story.
