There is no way to stack the deck in your favor on this one, you simply must match two time tiles within a second of them appearing. You have a very short window before the tiles tick down to 9 seconds, at which point you have missed your chance. Lightning fast reflexes and lucky positioning are your only chance.

A suggestion which I did not test: The Chrono DLC pack (it's free) contains time tiles in every puzzle. Many of these time tiles have significantly more than 10 seconds on them, sometimes as much as 2 minutes or more. I had already unlocked Time Tile Tiger before starting the Chrono pack, so I was not able to check if this method works. But, in theory, you might be able to simply play a Chrono pack map and match the time tiles in one of these puzzles, which would be much simpler than hitting the tiles in the split-second window you have in Dash mode. Once again, I did not test this, I have not tried it, and I cannot verify that this works. If you would like to test it, please feel free to let me know whether or not it worked, and I'll update this solution and credit you with the answer.
