Mine is a equal split between Harley Quinn and Poison Ivy.
Oddly, Batman female villains tend to be rather popular with the reader base, so much, that usually end up dancing a fine line between villain and antihero. Harley Quinn genuinely started as a villain/sidekick, but, with Huntress, Poison Ivy, Catwoman, Talia Al Ghul, and even TEN, they have all spent time as vigilantes themselves, fighting just as often with Batman as they have against.

If it is truly a villain female, one that is only evil, without any true redemption (so far), I think Duela Dent might be (by default) my favorite.

But, Talia Al Ghul and Huntress (the modern version) would be the most interesting to me.

Favorite....and a villain? Well as futiles did point out the lines are blurred when it comes to the terms of villains I liked the Spolier she was fun but not great, Talia is brutal and superbly cunning and intelligent, Lady Shiva along side the Huntress and Catwoman as not quite villains, man each character I think of is fundamentally flawed in some way, but I'm liking Catwoman, only because everything she does is pretty much self centered and that's what makes a true villain. Sorry but I don't know this "Dent" person but just by namesake alone I'm assuming she's part of Harvey's family? Please don't tell me shas a female Two Face?

Well I love Poison Ivy I do like Harley even the earlier costumes, they have gotten better and I have yet to see Suicide Squad to see this take on Harley. As for Catwoman since the movie very few saw and regretted if they did her costumes take me away from liking her.
I picked Harley and Ivy because they match up to my personality of being borderline Crazy and having an interest with Nature with having a natural garden Smile

Plus Ivy is a Red head like me and I love Harley's clothes style Smile

She's been around since 1976, had a couple of retcons (like the entirety of the DCU) and has a difficult history to follow. But, she has always been crazy, evil, and mean. And has yet to really have any redemption. (Her Harlequin character precedes Harley Quinn by 20 years. I was actually surprised, at first, when Bruce Timm created Harley Quinn for BTAS, as opposed to using the existing character, until I saw how he was really going to use her.)

I got out around the time of Infinite Crisis and the formation of the new 52... Just gave up, it began to really get all muddled up and dumb the way Marvel got years prior with the Age of Apocalypse and the first Marvel reboot. Don't get me wrong, they have to do what they think will shake things up and bring in new readers, bit I guess I was too old school. I don't mind change, but what they have been doing is just not to my liking and I just can't follow ot anymore. I'll just stick to the movies from now on and maybe an occasional graphic novel.
