Not sure if online is shut down, but the DLC for both M:UA games have been de-listed from the XBL Marketplace.

If someone owns the DLC, then DLC matches can be launched and achievements earned, even by the person without, for MUA2. For MUA1, look for the Gold Edition or GotY or deluxe, some disc version had all DLC in it.
