Setup during Part 1, completion during Part 4.

Method:
During Part 1: Talk to Stan whilst he's imprisoned on Mêlée Island. Eventually conversation will turn to his toothbrush. If you visit the Shipyard, you can look into the shack and see the toothbrush.

During Part 4: When you arrive back in Mêlée Island, visit the Shipyard again. You can now collect the toothbrush. When you eventually get to Brrr Muda Island as part of the story and find Stan in the Ice Quarry, select the toothbrush from the inventory and give it to him.
