To unlock this achievement you simply need to complete all the cell tower missions in the game. Scattered around the Northern and Southern territory you will see cell tower icons with an " ! ". This means that there is a mission available at the tower. Go to the tower open the electrical box and intercept the message. This mission will require you to go on a assassination type mission to eliminate a target. There are a total of 12 missions in the game, 6 in the North and 6 in the South. You can pick up these missions at any of the cell towers or all 6 at the same cell tower for each territory. Make sure to complete all 6 Northern cell tower missions before the story moves you to the Southern territory.
