To unlock this achievement you simply need to raise your wanted level with the police to four stars and then outrun the authorities. The quickest way to get to four stars is by going to the airport and driving onto the tarmac. This will give you an automatic four star wanted rating. Drive out of the airport as fast as you can taking as many turns as you can to lose the cops while keeping an eye on the mini map to avoid running into other incoming patrol cars.
