At some point in Part 1 a bearded pirate named Cobb will appear at a back table in the SCUMM Bar. Talk to him and select every LOOM-related dialogue option (there are 5 or 6) until he repeats a line fans may remember from the first Monkey Island game, and the achievement will unlock.
