This is easier than it sounds. The dogs accompanying the boss are the real threat on this level, but you don’t miss out on the achievement by getting hit by them. Take them out while keeping your distance, then hit Toasty. As long as you’re not slow you’ll be faster than him. Repeat 3x for the achievement.
