While playing through the game you will get a notification about being able to purchase income producing property. The best time to do this is after completing the first heist, getting paid for it, and getting control of Franklin again. You must buy it with Franklin, and you will have enough money for it at this time.
A short time after you buy the Cab company, you will get a call from an employee welcoming you to the business. A random amount of time after that you will get another call saying that a customer has asked for a special driver. You can use any car, but I would recommend a nicer one if you can get it.
Go to the customer and take him where he needs to go. I had a customer that needed to go about 3 miles away in about 3 minutes. That is probably pretty standard. After you drop him off, the achievement will unlock.
