In Liberty City you will meet many new friends as you progress through the story. Some of these friends have special perks associated with them once you raise their like rating above 75%. You raise the rating by going out to eat with them, playing pool, and doing other activities with them. These activities can be initiated by you by calling a friend or you can wait for one of these friends to call you. To unlock this achievement you simply need to raise your cousin's like rating above 75%. Once you have done that he will call you to let you know his taxi service will always be available to you anywhere in the game. You can also check the rating percentage of all your friends in the main menu.
