Go to the Item Lab in the Shopping Plaza and upgrade your weapons/armor pieces (they count too, despite the description of the achievement). You'll either unlock this achievement if it succeeds with the +10 upgrade or the 'That's Amazingly Bad Luck You've Got Here' if it fails.
