Pretty straightforward, just buy a blunderbuss skin from a weapon merchant located at one of the outposts. Weapons merchants usually have a bulls-eye target hanging outside. Cheapest blunderbuss options are around 9,000 gold, but buying any of them will unlock the achievement.
