Easily done in a Sandbox game starting in the Colonial Era with the win condition set to advancing to the World Wars Era. Turn the difficulty down if you like.

You can’t build Fire Stations in Colonial, so you’re not required to consciously avoid them. All you need to do is advance to World Wars like any other game.

(I combined this with Sublime Subliminal Supreme and got two achievements in one game.)
