Can quickly and easily be attained in free mode. Start up a game in 1830 with $3 million startup capital. You can also play as the engineer for the discount on locomotives but you shouldn’t need to.

Once the game begins, go into the rail shed by holding RT, pressing Y, then selecting the bottom option with A. Once there, you should see the Grasshopper 0-4-0 for sale for $9,000 under an option labeled “create train with this locomotive”. Either press A fifty times to buy the locomotives or just spam the button until you’ve spent $450,000.

I built a couple stations and a rail lines between them just in case, but otherwise it’s just a matter of waiting for the achievement to pop. You can buy another fifty locomotives and easily get the achievement for having a hundred as well.
