To unlock this achievement you need to simply stop 20 crimes that are in progress by killing the criminals at the locations. You will need to steal a police car. After you have evaded the police and lost your wanted level pull over and access the police computer while the car is at rest by hitting LB. View the current crimes in progress and always pick criminal on foot crimes. When you choose on foot crimes this will reduce risk of large gangs, you can actually run over some of the criminals with your patrol car, and there is only one criminal to deal with. The best place to do this achievement is on the smallest island in the top right corner in South Bohan where your 2nd safe house is located. The crimes with be confined to the island and you will not have to drive far between incidents.
