Your 24 stars can be from multiple Origins level packs, you do not need to receive your 24 by perfecting a single level pack. Since the DLC is free and each gives its own achievement, it seems safe to assume most gamers on this site will download the 3 DLC packs. Stars achieved in the DLC packs count toward this achievement, so the most efficient approach is to finish the 3 DLC packs and then just do regular Origins puzzles to pick up the rest of the stars you need - it's entirely possible that you might achieve your 24 stars with DLC levels alone.
