To unlock this achievement you simply need to collect every hidden package in the game. The hidden packages are actually pigeons that are scattered all over Liberty City. There a total of 200 pigeons that must be found and then killed in order for the " Package (Pigeon) " to count towards the achievement. You can also check your progress in the pause menu under Stats/Score, at the very bottom it will say Pigeons Exterminated. Some of these pigeons are very easy to find. Night time is also the best time to hunt them as they emit an orange aura at their feet making them a little easier to spot. A few of them will be hard to find and are located in unlikely spots. You can use the link below to see the general location of every pigeon in Liberty City. I would recommend going in order and saving every so often at your safe house or by completing some form of activity which also saves the game.
