For winning all 3 races in the Town. Achievement pops right at the end of the 3rd race. Pretty easy even without an upgraded scooter, but if you're struggling you can worry about it during your second career run when you'll be better upgraded. Focus on attacks when behind, but if you get a good start you should just need to make sure you don't crash and hang onto any defensive powerups you get. Make sure you hit retry at the end of the race, since you can't go back and redo races without starting a new career.
