Survive an uprising

    Like most achievements, this can be done in Sandbox mode with unlimited money. I recommend attempting this in either the Cold War or Modern Times era, but it will work in World Wars as well.

    The first step in getting this achievement is to make sure you do NOT have the "Democracy" constitution option turned on. Making Tropico a democracy eliminates the chance of an Uprising occurring entirely. If you, like me, always have the Right To Arms edict turned on, you'll want to avoid doing so this time.

    Next is to ensure you have a functional, economically secure, Tropico. Build a large military with maximized budgets and all available upgrades. You may want to have the Professional Military Constitution option selected, but avoid this if you don't have the educated labor.

    Tank units with upgraded armor are good for withstanding lots of damage while the Mechanized Garrison serves as a good quick response force. Avoid infantry units, with the exception of the (upgraded) Defense HQ and your own Palace Commandos. To keep your palace extra safe, build a Fortress and some Guard Towers nearby. If you feel like going the extra mile, buy an Aircraft Carrier or build a Giant Laser.

    With your military well prepared, well equipped, and well paid, build a Supermax Prison or two - or if you're still in World Wars - a few Dungeons. Now start arresting people left and right. To minimize the damage to the economy and your approval ratings, target people who are unemployed and/or just don't like Presidente very much. You can only arrest as many people as you have jail cells for, so build more Prisons as necessary.

    I find that arresting people en masse is the quickest way to stir up unrest, although there are a number of Edicts that have the same effect, like Same-Sex Marriages. You can also set your Constitution options to maximize Unrest.

    However, my method only sparks unrest among the family members of those arrested, not entire factions. This keeps the number of people trying to take down El Presidente to a minimum.

    When the Unrest level gets high, issue the Military Drills edict to make your military even stronger. Unlike invading forces, you'll only face Angry Mobs during Uprisings, no Tanks. However, Angry Mobs have more health than Rebels, and can spawn in greater numbers.

    That being said, their effectiveness is limited, particularly against hard targets like Fortresses and Guard Towers. As long as you're not too outnumbered, your military should be able to put down the Uprising without too much trouble. Just make sure you don't spread it out too much, or base it too far from the Palace. Like any other military conflict, the Palace is the ultimate target and should be protected at all costs.

    Once all Angry Mobs are killed/dispersed, the achievement will pop.
