Parks are found in the Decoration Structures section of the build menu. They cost 14 nanites apiece and require 1 power to be "fully functional" as the achievement requires.

For best effect, don't build all the parks in one place, spread them out across the colony as well so every colonist has one nearby. The achievement will pop once your 10th is up and running.
