If starting from scratch you'll need at least 7 planks of wood to make a hoe, if not then at the very least you need 2 wood planks and 2 sticks.

Getting wood should be obvious, but if not go punch the nearest tree, this will not only give you an achievement but will also give you "raw" wood. each "raw' wood block will make four planks.

Grab some wood by punching a tree and make some planks four of them are needed to make a crafting bench so make sure you have seven or more planks (any wood type will do) now in your tabs find the option to craft some sticks and then do so crafting at least two, now go to the tools tab and find the hoe....craft one and BAM! Achievement unlocked.
