Two easy ways to do this.
1. You can use bandanna skull (infinite ammo)
2. You can use two controllers and complete the level using your second player so you never have to pick up a weapon.

Other than that, I guess the hardest part is you are on legendary but with the skull on, just keep spamming grenades and it doesn't matter.
