Connect a dock with that of another player

The game isn't particularly clear on how to do this, but it's simple to do. Get into an online multiplayer game with another player and build a road from your road network over to the other players part of the island and link it to their road network.
No hunting around in menus required. When one of your docks is connected to another players by road, the achievement will pop.
