There are areas in the game that have a high vantage point like a cell tower or a billboard. When you climb to the top of the the vantage point you can scout the surrounding area. You will see several question marks below. Look directly at them and they will be identified. This achievement is unlocked at the start of the game. You will be instructed to scout the area near the Ranger station. Climb the tower have a look around and the achievement will be yours.
