To unlock this achievement you simply need to build one of every facility available in the game. Keep in mind that whichever area you make your home base will not accommodate all of the facilities at once. You will have to either build some at one location and then move to a bigger/different area. Then build the facilities you didn't at the prior home base at the new location. Otherwise you will have to destroy and replace a facility with one you have not built where your current home base might be. Here are the available facilities:

Cooking Area
Dining Area
Garden
Library
Medical Area
Sleeping Area
Storage Area
Training Area
Watch Tower
Workshop
