To unlock this achievement you simply need to build one of the nine different facilities in the game. When you are at the church press up on the D pad and use the bumpers to tab over to the house icon. Once in the correct tab select an empty plot and pick the facility. The facility will take a bit of time to build, you can go about your business, and once the facility is complete the achievement will be yours.
