Will Xbox Live ever work

So I just finished playing a game and decide to take a break and watch Twitch when it says I'm not connected, go to a video app same thing I need to sign in. I ran diagnostics it showed I had high packet loss. So now I'm concerned is it my new router, is it my xbone. After an hour Xbox puts up a service issue and retesting show little to no packet loss on my part.
I've had problems with one of my xbones and my old (crapcast) IP before I changed so I get worried/ upset when things don't work. These problems seem to be more frequent.
It's a shame Eric doesn't have his status thing working yet but I believe it was down three times last month. Then again technology always fails haha.

In your router admin panel run the diagnosis test I think and it shows if you are losing packets at your end.

The question for me, is something trying to DDOS Xbox Live but doesn't have full resources to do so?

i was online all day apps and games work for me
yea ive experienced outages on my one aswell in the last week.
