Is GTN set up for new Xbox TOS?

The new Xbox TOS requires gamertags to log into Live once every 5 years otherwise then will be deleted and free to someone to select. Is this site set up that when a gamertag expires and someone else takes over it, that it will reset the profile to a blank one or will the new gamertag have all the old gamertag's badges....I know what I mean I hope you do hahaha.

I had my 360 before I had internet/ Xbox live. I set up my xbone and waited months before using my 360 again.
I was a day one 360 user so what like 8 years of games 70k+ GS now being used as an alt for anyone playing on my xbone.
I'm going back through all my 360 games very slowly.
I had a gamertag on Original Xbox but don't know it asnever had Live then but would have loved to keep it going and had a full Xbox gamertag haha.

I believe the merger would ideally need to be done on Xbox end as any data pulled for your second account if ever used would not post to your current gamertag as that feed wouldn't pull from Xbox API's. Throw that suggestion to Major Nelson or even Xbox Support haha
I was watching someone on twitch merge accounts for either Steam or Blizzard that has always made me think well why not.
I see their side people selling other their profiles to game the gamerscore, scams from doing so and so on. But if they limited 1 merger every 3-5 years and it has to be approved by both email addresses of the tags, or ever logging in on the same console if they can see the IP address to know it's not a scam. Ah one can dream.

Yep, having to play 8 years of games plus new releases means too much gaming with IRL stuff.
No real complaints it's just knowing the hours spent in Elder Scrolls and now having to do Morrowind and Skyrim again plus Fallout, Fable... etc way too many games that's why all my 360 games are on my account so I can see what I have to check off next.
