This achievement remains unobtainable to unlock legit, I unlocked Master Chef recently and Geek stayed locked. The people who unlocked the achievement are obviously cheated.

This achievement is obtainable now and unlocks in the DLC Fall of Setariff. All you need to do is to finish the game without leaning the recipes and save them. I finished the main game with 87 recipes and imported my character when I started the DLC. Collected another 5 recipes and learn all of them, achievement popped. I believe it unlocks after you read 90 recipes.
