I was helping a friend install a game on his pc and noticed after re-installing gfwlive I am able to access my purchases through the client. Now I can finish Bioshock 2 and Fable 3 DLC.

I think that you could always access your purchases; you just cannot purchase new items.

for me this was the case, the client could not connect to server.
