Goodell became a softie. Look at the NBA or MLB, they actually do a great job in enforcing bans and suspensions to players. (Other than Pete Rose, feel so bad for him and the whole HOF deal..)

To be fair, there are a lot more MLB and NBA games. You can really start to alter seasons in the NFL with suspensions if you aren't careful.
