While I'm not 100% sure which achievements are being submitted for changes here, I can make some educated guesses. While the things mentioned do help you to raise your character level, the criteria for the flag is "These achievements require you to level up using in-game mechanics, including achievements that require you to reach a specific level, rank or experience threshold" - the key words/phrases that I see are "Require" and "reach a specific level", which do not seem to be the case here.
