The achievements aren't properly linked

I reached The Second Age on the Windows 8.1 version and when i loaded the Windows Phone version the achievement did not pop, so i will have to restart a civilization and do it over again to get the achievement on that version? I tried playing offline, but it wouldn't even let the game start, saying that it could not connect to the server.

Worked just fine the other way for me. As soon as I booted in Win8, all 4 earned achievements popped.

There is a thread about the achievements glitch on the Age of Empires forums and here is the response:
"This is a bug. The game is supposed to grant achievements on both platforms if unlocked on one. The development team is looking into this."
