No, some DLC is good for both consoles. Some DLC is good for both consoles within a specific window. And, some DLC is only valid on the specific console it was purchased. Mordor is a different game, and does not connect across consoles. So, X1 for X1 and 360 for 360.

Graphics, the gameplay was what made it worthwhile to force myself to complete it.

The 360 version of Mordor looks horrible, it doesn't look like a 360 game, i was complaining about it on my TA page and my friend that loves it on the X1 couldn't believe it until he saw Joystiq streaming it on Twitch, i don't know what WB Games did for the game to come out a 2 months later but whatever they did was a huge waste of time and i love the X1 version.

Anytime, i'd definitely wait till the price drops and here's hoping they won't add DLC for it.

Looks like the X1 version is only getting it cause there's no season pass for the 360 version.
