The best place I found to unlock this achievement was in the streets of the City of Moresby in Act II. You'll find more zombies grouped together here all throughout the city and than anywhere else in the game so there are numerous areas where you can easily earn it. Run around and grab the zombies attention then find a roof, wall, ambulance, etc to stand on so they can't get to you. Another good way is to find an arra blocked off by a fence to stand behind, you'll find numerous areas with them. It will take numerous shots to make a kill so to conserve ammo use a melee weapon to bring down their health then use your gun for the last couple shots to make the kill.
