During Part 4, inside the Governor's Mansion (immediately following the achievement for standing in the queue outside).

Method:
Talk to Carla inside the mansion. Ask for some of the sweet, sweet earthquake relief fund (I said it was to rebuild local businesses). After the conversation, open up your inventory and select your coin purse, then use I on Carla.
