a very simple way of doing this is finding one of those groups where you have to pay them tokens and they will walk you places, instead, if there is a guard near one of those groups of people you can hire, just whistle the guard to follow you and you dont even have to pay the group, just get in the middle and wait for the guard to come, and assassinate him, then have a guard kill you after you're caught and repeat the cycle
