How does this work?

I see tracking is not available for this game and it shows 0 players and stuff. When I try to play on Windows 10, it asks me to log into Live but there's nothing about achievements and stuff. Is this only counted as an Xbox One title and no achievements in PC version, just option to play with Xbox players?

EDIT: Apparently I unlocked 2 achievements on Xbox One which didn't inform me on Win10. Is this reporting progress to the wrong game or does this game page need deleting?

Is it possible that it is a shared achievement list?

Killer Instinct on win10 and XOne have a shared achievement list.
